Do mobile phone company use same IMEI for thousands of phone?

Yes that's true.Chinese company Vivo did this with us.Approximately 13,500 vivo phones were having same IMEI number. This came to light when one police man lost his mobile phone and his mobile phone was off Vivo and when he tracked it,to his surprise it showed  13,500 locations.Now some actions has been taken against the company.
